Based on a pair of Robotech toys I'v had for twenty years. And comparing their size to a 54mm toy cop. I have half a mind to make some big hex bases for the toys. Then a few bases of dollar tree toy soldiers, a few jeeps and such... Play would be at about 3" to 1" as near as I can figure. Big table.

That's a really cool idea! I could see this being the hit of the local playground sand box. Now you need some giant dice!
With Mech Attack being 15mm and the toy soldiers being 54mm, converting scale might be more accurate at 4 to 1" instead of 3 to 1 (15mm X 4= 60 which is closer than 15 X 3 = 45). But I wouldn't let the scale differences slow you down. If your gaming space only allows for 3 to 1, go with that scale instead of 4 to 1. To speed up gaming I might make a few custom rulers out of yard sticks. You could paint over the current markings and layout your own or just Sharpie over the metric side. This will save you from having to do any extra math.
